User Passwords

I have created a user group in our ARIS database called Regional Architect. I have assigned the Show user management AND the User management function privileges to this group. Users of this group have been complaining that they cannot change the user passwords of the users that I have assigned to them to manage. How can this user group change the user passwords without having system privileges?
