is this possible in Aris Connect (10.13) ?
At the moment the option I see is :
- keep somewhere a list of users belonging to group A
- add individually all these users to group B
- remove them from group A
But I cannot see how to do in in one fell swoop

I don't see other option either, you can run the report 'user group with assigned users and privileges' from user management and can refers to this list when moves the users. I saw that is possible to 'copy' a user group and create a new one and select the option to transfer the users and privileges if want, but is not possible to mix two user groups.
