I work in ARIS Architect & Designer 9.8
When I use “Generate executable process» from EPC model, I have error “Unable to connect to Process Governance. Please check whether the server is running.”
I checked, the server is actually running. But client not connected with APG. Where connection is establish?

Please to us know better whats is wrong, provide the version of ARIS 98 in details with build number as well.
I don't see the log files but I could suggest a step if you're using some old ARIS 98 version ..
in that case try this procedure and before to start save the file as backup ...
- stop the apg runnable
- edit the file:
work/work_apg_l/base/webapps/processboard/WEB-INF/log4j.properties
and change string t${CATALINA_BASE} to ${catalina.base}
-> start apg runnable
Also, keep your version updated when is possible..

I wanted to reinstall the client from the browser, but received: You are using the old jre: 1.6.0_26
I checked java -version on server and on client and got jre: 1.8.0_51-v16

Thanks for update, but the version of Java depends of ARIS version you're using... which ARIS 98 version do you have??
The old releases for example is not compatible with Java 1.8 ...
Also the error in log, looks like some issue related to JDBC version... for example if you're using the ARIS 98SR6, this version is compatible with Driver sqljdbc4.jar and the ojdbc6.jar or ojdbc7.jar...
Please let me know the ARIS version and which database (SQL/Oracle) is using and I will try to hep you to keep all java version correctly.
