Today we know that Aris Architect has the ability to generate users from an organizational chart model, the question is: Can the organization chart be created or updated if users have been created from Aris Connect or UMC?

For default there is no such option, maybe some customization because the UMC can export the users via report like 'users with assigned privileges' and a kind of interface could read and upload to chart but have to be analysed this possiblity. The Software AG offers customization services and you could find your local sales representative to know about it.
