The first idea that comes to mind is to check permissions of the folders that the non-System User is trying to version. Unfortunately, ARIS does not inherit permissions from parent folders and any folders, or the content within those folders, needs to have the "V" (versioning) permission bit just as there are RWD (read, write, delete) permission bits. If you have a lot of folders and subfolders to check, you can use the "pass on permissions" feature to grant the user or user group the versioning permission bit.
System users, by default, have full permission, including versioning, to all folders, so that probably explains why the System User is able to version without a problem.

Hi Mary,
you have to check also, whether your user doing the versioning has the appropriate filter. E.g., if the user wants to version a model, but does not have objects in the model contained in the filter, the versioning will fail.
This is due to the fact that ARIS does versioning completely or not, because otherwise, you would e.g. create a version just containing a part of a model, which leads to data inconsistency.

In addition to Mr. Brian Toops answer I learned from IDS support that non-system users must have at least access rights read and versioning (R---V) for all superior groups of the models and object definitions concerned, starting from the main group of a DB.
They announced "this bug to be solved in ARIS 7.1 SR 2010_09 by end of 2010"
